A grieving dad mourning the loss of his little boy who tragically drowned in a neighbour’s backyard pool has issued an emotional plea for everyone to maintain pool fences and learn CPR.

Isaac Powell, 3, was playing at his new home in Canning Vale, Perth, last Thursday when he slipped through a gap in the fence and snuck into a neighbour’s backyard.

His frantic mum Zahra noticed the toddler was missing and searched the neighbourhood for 15 minutes before Isaac was found lifeless by children in the neighbour’s pool.

She performed CPR until paramedics arrived, who rushed him to Perth Children’s Hospital.

Isaac was on life support for five days before his parents made the heartbreaking decision to turn it off on Monday.

Shattered father, Stephen Powell fought back the tears as he paid tribute to his beautiful boy and revealed they had moved into the area days earlier.

‘He was just playing in the backyard right and he managed to find a hole in the fence,’ he told Nine News.

‘He’s gone through to our neighbours’ house, I haven’t even met them yet, I don’t know them at all… and he’s fallen in their pool.’

‘He’s at peace now and we’ve got to take comfort in that.’ 

He issued a powerful message to every pool owner.

‘If you’ve got a pool, maintain your fences and the people that found him they didn’t know CPR,’ Mr Powell said.

‘I’m not saying it could’ve saved him but it’s better than just doing nothing.’

Mr Powell described his youngest son as full of energy with a cheeky giggle.

‘He was the cutest little boy, you wouldn’t see him without a car in his hand,’ he said.

‘He’ll have some cars when he goes.’

Issac’s aunty Ummu Bakri revealed the tragedy unfolded on his mum’s birthday.

‘Every birthday she’ll have a reminder of her child dying.’ 

‘I don’t think time will ever heal as every birthday she’ll have a reminder of her child dying,’ she said. 

Ms Bakri also revealed her sister was getting everything organised for a family get-together at the new house when Isaac vanished.

‘Setting up the new house, she had realised her three-year-old son was missing,’ she  posed.

‘Searching the house and the backyard, she couldn’t find him. All she could think was maybe he had managed to open the side door to the garage and escape onto the street.

 The tragedy follow a spate of drownings across Australia over the Christmas/New Year holiday season.

An online fundraiser set up by friends has already raised more than $31,000 within 24 hours for Isaac’s family. 

‘No one ever imagines that they will lose a child and plans to save money for this occasion. So, this page is here for anyone who is in a position who can or would like to help fund this,’ it states.

‘I know Stephen & Zahra would be forever grateful but certainly not expectorant of anything. Let’s unite as a community to help and support Stephen and Zahra as they navigate their grief and try to form some semblance of a life after this shattering loss.’

‘Any donation, no matter how small, will support their family with their expenses during this difficult time.’
